India–EU Free Trade Agreement (negotiations concluded January 2026)

Immediate duty elimination on 70.4% of tariff lines covering 90.7% of India's exports — including spices, processed foods and oleochemicals — with a further 20.3% of lines moving to zero duty over 3–5 years. The text was closed at negotiator level on 27 January 2026 and now goes through legal scrub, translation and ratification, so MFN rates still apply at the border until it enters into force.

Trade Relationship

Why France Sources Agricultural Products from India

India's geographic proximity, competitive pricing, and established compliance infrastructure make it a preferred supplier for France's agricultural import needs.

1

India–France bilateral trade stood at roughly US$15 billion in FY24, and France's own vegetable-oil and oleochemical processing sector makes it a natural buyer of Indian castor oil, one of India's largest global agri-export categories.

2

France is a major destination for Indian processed and preserved vegetable products — gherkins in provisional preservation (₹116 Cr) supply French food manufacturers who finish and repackage the product for retail across the EU, not just the French market.

3

Mango jam and preserved-fruit products (₹78 Cr) reflect French demand for tropical fruit inputs its own climate cannot supply — a category India competes for against other tropical origins on price, consistency and documentation.

4

As an EU member, France applies the same harmonised MRL, contaminant and TRACES NT framework as Germany and the Netherlands — an Indian exporter already compliant for one EU Border Control Post carries that qualification into all three.

5

The India–EU FTA concluded in January 2026 will materially improve India's cost position on spices and processed foods into France once ratified, an outcome French importers are already factoring into forward sourcing conversations.

Compliance Framework

Importing into France — Regulatory Requirements

Import Authority

DGAL / DGCCRF (EU Official Controls)

Food imports into France are governed by EU law under Regulation (EU) 2017/625. The DGAL (Directorate General for Food) sets phytosanitary and veterinary controls, while the DGCCRF (Directorate General for Competition Policy, Consumer Affairs and Fraud Control) enforces food safety and labelling at retail. Le Havre and Marseille operate as EU Border Control Posts clearing consignments against a CHED-PP pre-notified in TRACES NT.

Standard Import Documentation

  • CHED-PP pre-notification in TRACES NT and clearance through an EU Border Control Post (Le Havre / Marseille) under Regulation (EU) 2017/625
  • Phytosanitary certificate from India NPPO — mandatory for all plant products entering the EU under Regulation (EU) 2016/2031
  • Pesticide MRL compliance per Regulation (EC) No 396/2005
  • Contaminant limits per Commission Regulation (EU) 2023/915
  • Increased official controls under Regulation (EU) 2019/1793 as amended — check current entry frequencies for the specific product before shipment
  • French-language labelling per Regulation (EU) No 1169/2011 and France's Loi Toubon language requirements
  • Certificate of Origin — EUR.1 or origin declaration once the India–EU FTA enters into force
  • FSSAI Export Certificate and APEDA Registration Certificate
